BENIN - CTN / BESC

Bureau International Maritime of Benin declared in 2006 that all sea cargo arriving in their country requires a Cargo Tracking Note (CTN) or Bordereau Électronique de Suivi des Cargaisons (BESC). Some shipping lines may not load cargo until they have the CTN number. Cargo arriving without a Cargo Tracking Note may be subject of fines and delays.

Cargo Tracking Notes will not be issued at discharge port.

Timeline:

  • The CTN must be validated before the vessel arrives at the destination.

  • Since the certificate is validated by the authorities at the destination country, the full process (from submitting a request to final validation) can take 3-5 days.

  • If your cargo transits Benin to another Country, you will be required to get a ECTN for both Countries

Penalties

Cargo loaded without an ECTN constitutes an infringement on the regulations, which results in not only in the payment of the ECTN fee but also a penalty of fifty thousand (50.000) francs CFA, for the concerning party. The fee is collected by the Bureau International Maritime (BIM).

The rate of this penalty equals the fixed amount of CFA fifty thousand (50.000) per load unit in accordance with the tariffs

BURKINA FASO - ECTN/CTN

Burkina Faso Shippers Council declared that effective in 2001 that all sea cargo destinated for Burkina Faso must have a Cargo Tracking Note (CTN) or Electronic Cargo Tracking Note (ECTN). Some shipping lines may not load cargo until they have the CTN number. Cargo arriving without a Cargo Tracking Note may be subject of fines and delays.

Cargo Tracking Notes will not be issued at discharge port.

Timeline:

  • The CTN must be validated within 5 days of the vessel sailing.  Any ECTN requested more than  5 days after sailing will be considered invalid at the discharge port.

  • The CTN must be validated before the vessel arrives at the destination.

  • Since the certificate is validated by the authorities at the destination country, the full process (from submitting a request to final validation) can take 3-5 days.

  • The Unique Registration Number (URN) must be placed on the Final Bill of Lading.

CHAD - CTN/ECTN

Effective in 2013 the Chad Shippers Council requires all sea cargo arriving in Chad must be covered by a Cargo Tracking Note (CTN) or Electronic Cargo Tracking Note (ECTN). Some shipping lines may not load cargo until they have the CTN number. Cargo arriving without a Cargo Tracking Note may be subject of fines and delays.

In 2010 the Republic of Guinea Ministry of Transport decreed that all sea cargo arriving in their country is required to have an Electronic Cargo Tracking Note (ECTN) or a Bordereau Electronique de Suivi de Cargaison (BESC). Some shipping lines may not load cargo without the certificate number. Cargo arriving without a ECTN/BESC may be subject of fines and delays.

LIBERIA - CTN

The Liberia National Port Authority has announced that effective 2018, all sea cargo arriving in Liberia must have a Cargo Tracking Note (CTN). Some shipping lines may not load cargo until they have the CTN number. Cargo arriving without a Cargo Tracking Note may be subject of fines and delays.

Cargo Tracking Notes will not be issued at discharge port.

SIERRA LEONE – CTN/BSC

The Sierra Leone Ports Authority in 2002 issued a decree that requires all sea cargo destinated to their country must have a Cargo Tracking Note (CTN). Some shipping lines may not load cargo until they have the CTN number. Cargo arriving without a Cargo Tracking Note may be subject of fines and delays.

Cargo Tracking Notes will not be issued at discharge port.

CENTRAL AFRICAN REPUBLIC – ECTN/BESC

In 2010 the Central African Republic Ministry of Finances and Budget issued a decree that all cargo arriving in their borders must have an Electronic Cargo Tracking Note (ECTN) or a Bordereau Electronique de Suivi de Cargaison (BESC). Some shipping lines may not load cargo without the certificate number. Cargo arriving without a ECTN/BESC may be subject of fines and delays.

Timeline:

  • The CTN must be validated before the vessel arrives at the destination, and it will note be issued at discharge port.

  • Since the certificate is validated by the authorities at the destination country, the full process (from submitting a request to final validation) can take 3-5 days.

EQUATORIAL GUINEA – ECTN/FESO

Republic of Equatorial Guinea Administration of Finance and Communication declared that effective in 2016 an Electronic Cargo Tracking Note (ECTN) or a Formulario Electrónico para el Seguimiento de Operaciones (FESO) is required for all cargo imported in the Republic. Some shipping lines may not load cargo without the certificate number. Cargo arriving without a ECTN/BESC may be subject of fines and delays.

  • Since the certificate is validated by the authorities at the destination country, the full process (from submitting a request to final validation) can take 3-5 days.

SOUTH SUDAN – ECTN

Effective April 1, 2019, the South Sudanese Custom Authority will require the Electronic Cargo Tracking Note (ECTN) on all sea cargo destined for South Sudan and all exports from that country. The ECTN must be obtained at the loading port and the ECTN number must be on each supporting Bill of Lading and the Shipping line’s Manifest.

This regulation also applies to in-transit cargoes moving through the ports of Sudan, Mombasa and all other ports where cargo destined for South Sudan is discharged.

Failure to do so will be subject to penalties or fines of USD5000.00 per infraction.

REPUBLIC OF CONGO- ECTN/CTN

Congolese Shippers Council issued a decree that as of 2009 all sea cargo arriving in the Republic of Congo must have a Cargo Tracking Note (CTN) or Electronic Cargo Tracking Note (ECTN). Some shipping lines may not load cargo until they have the CTN number. Cargo arriving without a Cargo Tracking Note may be subject of fines and delays.

Cargo Tracking Notes will not be issued at discharge port.

Timeline:

  • The CTN must be validated within 5 days of the vessel sailing.  After 5 days, there is a 150% penalty imposed on the CTN charges.  No regularization at destination port

  • The CTN must be validated before the vessel arrives at the destination.

  • Since the certificate is validated by the authorities at the destination country, the full process (from submitting a request to final validation) can take 3-5 days.

  • The Unique Registration Number (URN) must be placed on the Final Bill of Lading and Manifest.

TOGO – BESC/ECTN

Any cargo, loading or unloading in Lome or any of the Togolese ports, whatever the customs procedure, must be covered by an electronic cargo tracking note (BESC/ECTN) validated by the Conseil National des Chargeurs du Togois (CNCT) Any cargo not covered by the validated BESC/ECTN constitutes an offence to the regulation in force in Togo; penalties will therefore be systematically applied at destination.

Cargo Tracking Notes will not be issued at discharge port or when entering the borders

NIGER – BESC/ECTN

For all cargoes, the shipper or his forwarder, are required to issue an ECTN in the port of loading.
Each Bill of Lading must be covered by one ECTN to Niger and its unique number needs to be inserted in the Bill of Lading and Cargo Manifest under penalty of fines for the shipping line.
Cargoes arriving without valid ECTN will be blocked for delivery by the local customs.

Cargo Tracking Notes will not be issued at discharge port or when entering the borders
