SENEGAL - BSC

In 2008, the Senegalese Shipper’s Council established the requirement that all cargo imported into the country will require a Cargo Tracking Note (CTN). Some shipping lines may not load cargo without the CTN number. Cargo arriving without a Cargo Tracking Note may be subject of fines and delays.

GUINEA-BISSAU - CEE

Below you may find the procedure to obtain the CEE (Electronic Loading Certificate), according to maritime regulation in the Republic of Guinea-Bissau.

CEE is a compulsory document that must be presented with the the other necessary documents to clear cargo at destination. The certificate has to be issued in the country of origin of the goods and cannot be obtained at destination. Each B/L with cargo destined to Guinea-Bissau must be covered by one CEE (1 B/L = 1 CEE).

IVORY COAST - BSC

B.S.C. Is a compulsory loading certificate which must be issued for each B/L with goods destined to Ivory Coast. Established by the decree n° 340 of November 12, 2001 of the Ministry of Transports, the BSC is a certificate required for all transport of goods by seaway toward or from Ivorian ports.


Any cargo not covered by the validated OICOffice Ivoirien des Chargeurs constitutes an offence to the regulation in force in Ivory Coast, penalties will therefore be systematically applied at destination.

  • The CTN must be validated before the vessel arrives at the destination.

  • Since the certificate is validated by the authorities at the destination country, the full process (from submitting a request to final validation) can take 2-3 days.

MADAGASCAR - BSC

Madagascar Customs Authority declared that from 2007 all sea cargo arriving in their country must have a Bordereau de Suivi des Cargaisons (BSC). Some shipping lines may not load cargo until they have the BSC number. Cargo arriving without a Cargo Tracking Note may be subject of fines and delays.

Cargo Tracking Notes will not be issued at discharge port.

Timeline:

  • The BSC must be validated before the vessel arrives at the destination, and it will note be issued at discharge port.

  • Since the certificate is validated by the authorities at the destination country, the full process (from submitting a request to final validation) can take 3-5 days.
